We find that many organisations think they are compliant, but on closer examination they are not. This has cost businesses lots of money in lost grants, top-up training and re-training of learners.
The Assessment College has been doing compliance visits to providers for the Services SETA, the AgriSETA, the TETA and the Health and Welfare SETA. We have visited over 1 000 providers and assisted them to overcome their compliance non-conformances through counselling and advice. We have also assisted various large and small organisations to become accredited.
Our college designs and customises provider self-evaluation instruments that cater for the needs of our clients. This includes SETAs, large corporate organisations and educational institutions. The purpose of these instruments and site visits is to assist providers and trainers to understand their responsibilities and roles, and to standardise the quality of delivery.
We have often seen how non-compliance has accumulated to huge financial losses and legal consequences for organisations. Sometimes learners are not able to be certificated years after completing training, due to inadequate training systems, inadequate assessment systems and even inadequate administration and certification systems. Large corporations who are interested in claiming grants for learnerships have been unable to get these rebates due to their poorly functioning systems. In addition, the costs of re-training and re-assessments can and have amounted to millions.

Assessment College can help organisations to create a structure for learnership training and assessments. Both providers and employers are experiencing difficulties in designing, developing and delivering outcomes-based education and training for learnership purposes.
We have assisted various SETAs, large industries and professional bodies to develop evidence guides and tracking instruments for the implementation of learnerships. Our track clients include the Services SETA, Foodbev SETA, PSETA, SASSETA, SABPP, Fidelity and AgriSETA. Our implementation model structures learnership programmes in such a way that all role players know what to do and large savings are made on assessment and moderation costs.
We believe the solution lies in the Assessment College Evidence Guides, which is specific to each individual learnership or qualification. These guides incorporate well designed assessment, moderation and verification instruments.
The pack of Evidence Guides, each based on a cluster of standards, makes up a framework of real tasks that need to be done by learners to show that they are competent against the qualification’s outcomes. The core of our assessment system consists of evidence guides that tell learners, skills developers and assessors exactly what is acceptable in terms of evidence against each outcome. It will also help the learners to know what kind of activities they need to participate in get practical exposure.
The assessment evidence, instruments and guides will be researched, developed and tested in the market. Because of the need for piloting and upgrading we would like to propose a working relationship to get the system in place and working efficiently.
Assessment College has developed structured implementation systems for over 30 learnerships and other programmes. These systems are at present called Learnership Implementation Systems, as they are designed to simplify learnership delivery.
We have considerable project management knowledge and experience among members of our management team and our associates. We will have no difficulty finding senior project managers to lead the projects. In addition we will be able to draw on our associates to work on the assessment systems required for each programme.

Assessment College can help you to source assessors, moderators and external moderators (verifiers). We have been approached to assist various organisations, including ETQAs, to find subject matter expert and registered assessors and moderators for their assessment needs.
We started to establish an assessment agency for sourcing assessors, moderators and assessment opportunities two years ago, during a project with Tiber Brand. The human resources aspect is addressed by this agency that consists of a data system containing details of relevant assessors and moderators in each region. In addition, the data base will be stocked with assessment opportunities in practical situations such as institutional and laboratory environments.
Finding suitable opportunities for learners to do practical work, especially if they are unemployed or employed in another occupation, is one of the obstacles organisations need to overcome. There is no one quick-fix solution for all programmes, but one can find individual solutions (fit for purpose) and suited to each programme.
Some programmes can be assessed on-line or through portfolios of evidence done at home. Others can only be assessed after some practical work is done in a workplace or simulated workplace. For yet other programmes the learners will need to find their own projects and perhaps do some volunteer work. Each case needs to be carefully planned to include well designed assessment tools and support for learners.
Assessment College has been doing external moderation for various ETQAs and we source moderators(verifiers) in many fields for industry and government. Some of our customers are:

The Assessment College network of associates is a fine foundation of regional assessment experts to build on. They are all experienced and trained as assessors, moderators and verifiers. Several ETQAs have outsourced their quality assurance work to us, based on the fact that we have a team of experts across the country.
This team is able to source information and select and appoint assessors and moderators regionally. They can also handle learners’ assessments and assessment instruments where required in conjunction with the relevant registered assessors.
Assessment College set up an information management system to accommodate the extensive data base required for the assessment agency.
The fee for each assessment and moderation sourced depends on the number of credits and the way the assessment instrument is designed.
